Manager, Group Procurement

Job Highlights:

To establish, maintain and enhance procurement governance frameworks, policies and compliance standards across the organization. This role ensures procurement activities are conducted ethically, efficiently and in alignment with corporate objectives and regulatory requirements.

 

Responsibilities:

  • Develop and implement procurement management frameworks, policies, procedures and templates across business units and regions.
  • Monitor the general procurement activities to ensure compliance with procurement policies and the relevant procedures.
  • Review any findings from internal audits and foster strict control measures related to procurement practices.
  • Ensure adherence to regulatory and legal requirements in all procurement activities.
  • Review and update procurement policies and procedures regularly to reflect best practices and address business needs.
  • Identify opportunities for process optimization and standardization across procurement functions.
  • Collaborate with stakeholders to drive continuous improvement in governance and operation.
  • Act as a key liaison between procurement, business unit, legal, finance and internal audit teams.
  • Provide guidance and training to procurement teams and business units on governance and process integrity matters.
  • Support change management, automation, strategic sourcing and cost management initiatives related to procurement governance and process enhancement.
  • Develop and maintain dashboards and reports to monitor procurement metrics and expenditure status.
  • Present Group-wise spend analysis and procurement recommendations to senior management and governance committees.

 

Requirements:

  • Degree holder or above in Procurement, Business, Supply Chain Management or logistics related discipline; Member of Institute of Purchasing and Supply would be an advantage
  • Minimum 6–8 years of experience in procurement, with at least 3 years in a governance or compliance-focused role, with exposure to Property Developers or real estate industry is preferred.
  • Strong understanding of procurement regulations, supplier management and internal controls.
  • Experience in policy development, procurement processes and stakeholder management.
  • Excellent analytical, communication, negotiation and project management skills.
  • High degree of integrity and business ethics, with ability to work and negotiate with people at different levels
  • Problem solver and proactively seeks solutions and alternatives
  • Proficient in MS office and ERP system or related applications is required
  • Good command in spoken and written English and Chinese (Cantonese and Mandarin)
  • Business travel will be required occasionally
